Coup will start with unrest in Tripoli, Misratah and Benghazi. Coup plotters are not associated with Islamic fundamentalists. MUSA QADHAR AL-DAM murdered by coup plotters in June. Attempt to assassinate QADAHFI in August thwarted by security police. DETAIL 1. In late November 1995 [Removed to protect TUNWORTH's identity] described plans, in which he was involved, to overthrow Colonel QADAHFI. He said that 5 colonels from various parts of the armed forces were in charge of the coup plot. these included [blank------ -----------------------------bl ank] The latter was most likely to take overall control. 2. The coup was scheduled to start at around the time of the next General Peoples Congress on 14 February 1996. It would begin with attacks on a number of military and security installations including the military installation at TARHUNA. There would also be orchestrated civil unrest in Benghazi, Misratah and Tripoli. The coup plotters had 1275 active sympathisers in the following areas: TRIPOLI 240 persons; BENGHAZI 135; TOBRUK 114; MISRATAH 148; SIRTE 40; AL-ZAMIYA 180; AL ZUMARAH 300; AL KHUMS 28; GHADAMIS 50. Their occupations ranged from students, military personnel and teachers throgh to businessmen, doctors, police officers and civil servants. The plotters were divided into 5 groups, each with 5 officers in charge. Messages to members of each group were passed via schools and Mosques. The start of the coup would be signalled through coded messages on television and radio. The coup plotters had sympathisers working in the press, radio and television. 4. The military officer said that the plotters would have cars similar to those in QADAHFI's security entourage with fake security number plates. They would infiltrate themselves into the entourage in order to kill or arrest QADAHFI. 5. One group of military personnel were currently being trained in the desert area near KUFRA for ther role of attacking QADAHFI and his entourage. The aim was to attack QADAHFI after the GPC, but before he had returned to SIRTE. One officer and 20 men were being trained especially for this attack. 6. The coup plotters were not associated with the Islamic fundamentalists who were fermenting unrest in Benghazi. However, they had had some limited contact with the fundamentalists, whom the military officer described as a mix of Libya veterans who served in Afghanistan and Libyan students. The coup plotters also had limited contact with the Algerian and Tunisian governments, but the latter did not know of their plans. /7. However, security police caught them waiting at the roadside on the Tripoli-Sirte road awaiting QADAHFI's entourage. Both men escaped to TUNISIA. 8. The plotters had already distributed 250 Webley pistols and 500 heavy machine guns amongst the groups. SOURCE COMMENT A. The coup plotters expected to establish control of Libya by the end of March 1996. They would form an interim government before discussions with tribal leaders. The group would want rapproachment with the West. They hoped to divide the country into smaller areas, each with a governor and a democratically elected parliament. There would be a federal system of national government. B. The officer was disclosing this information in the hope that if the coup was successful, the new government could enlist HMG support. | Два сирийских города перешли в руки оппозиции Сирийский город Хама, расположенный в центре страны, оказался под полным контролем противников режима Башара Асада, пишет в своем ближневосточном блоге газета The Guardian Письмо из Сирии После предыдущего текста о событиях в Хаме ко мне только что пришло сообщение из Сирии. Писал всё тот же сириец, сообщение которого я уже однажды публиковал. Опять же - давать его имя не стану, так как события в Сирии не располагают. Вот его текст относительно ситуации в Хаме: Здравствуйте . К сожалению все что написала "Гардиан" почти что правда, за исключением того, что силовиков не вывели а видимо тупо закрыли их в своих офисах, и даже ГАИ нет на дорогах. Дело в том что 4-ого числа июня произошли ужасные события в нашем городе Хама, тот день несколько сотен демонстрантов (некоторые были с оружием) пошли на все гос-учреждение разрушать , количество погибших в тот день достигло 40 чел, из них больше половина - это силовики, тут то и началось, почему то этих бандитов в СМИ стали называть жертвами свободы, а силовиков которые защищали гос-учреждения назвали "наемниками президента". Бандиты на этом не остановились, они в тот день совершили чудовищное преступление , поймали обычного человека (как потом оказалось) и повесили публично на электро-столбе за то что он якобы "шестерил" для органов о них , и видео даже сняли( видео с обесения от ислямофашистите) Так вот , после этого почему то МВД взяли и уволили всех начальников органов в г.Хама , и объяснили это тем что они якобы превысили служебные полномочия . После этого когда начались проблемы в Джиср-шугуре , и была направлена туда армия , часть этой армии остановилась вокруг Хаме , и до сих пор там и стоит , зачем ? Никто не может понять, люди так наделись на армию , что войдут в городу и быстро очистят от этих "борцов свободы" ну нет , тупо сидят на месте почти месяц . На прошлой недели молодежная организация организовала демонстрацию в поддержку президента в Хаме, людей собралось по разным оценкам 200000-250000, увидев эту картину , бандиты сожгли здание ГАИ и все его машины , и после пошли на площадь где была демонстрация в поддержку президента , и стали зверски избивать там людей , тогда и вмешались силовики и отбили атаку бандитов (их вроде было чел 300 ). То что сейчас происходит , так это то что (эта наша людская местная версия а не официальная )губернатор города попросил армию пока не вмешаться , так как он взялся сам договариваться с людьми (бандитами) , пока что видимо плохо получается , так как все магазины , общественные места , рынки , работают через день и по приказу бандитов , они хотят показать миру что в Хаме якобы массовая забастовка людей , ну это не правда , так как они людям угрожают в случае не выполнения их приказов смертью или как минимум уничтожением имущества . Короче вот такие вот пироги у нас творятся , и конца пока не видно. Я не стану комментировать текст - это сугубо личное и абсолютно субъективное мнение живущего там человека, поэтому требовать объективности в данном случае нелепо. Кое-какие откровенные опечатки я поправил, однако в целом стиль, орфорграфию и всё остальное оставил в том же виде. УПД. Небольшое дополнение от него же. Дело в том что я не совсем правильно сформулировал мысль по поводу количество демонстрантов в поддержку президента . Чиверс Грабежи и поджоги в Qawalish Горная деревня Qawalish на западе Ливии. Несколько домишек вдоль двухполосной узкой асфальтированной дороги, пара лавочек и мечеть. Ее, отогнав гарнизон, сумели занять повстанцы, и дальнейшие события в этом крошечном месте предъявили нам несколько сцен, помогающих понять, как воюют повстанцы на западе. Как и везде, здешние повстанцы верят, что могут свергнуть надоевшую и коррумпированную власть. Но также как и на востоке, на поле боя их эффективность равна нулю, они нервничают и творят невесть что, часто нарушая светлые принципы своего дела. В частности, в Al-Qawalish головотяпство и уголовные наклонности просто потрясают. Хуже просто некуда. Полный хаос, отсутствие дисциплины, ни одного командира, хоть сколько-то соблюдающего обещания Национального переходного совета уважать права человека и законы войны. И с этим возникает тревожные вопросы. Калейдоскоп картинок. Молодой повстанец при автомате Калашникова едет на велосипеде, изъятом в освобожденном аль-Qawalish. Повстанцы грабят здания, загружая все подряд в частные автомобили, прежде чем вернуться на запад в свои деревни. После появления повстанцев в минувшую среду, в Qawalish не осталось ни одного жителя. Все бежали, бросив лотки с овощами на базарчике, свежий хлеб в пекарне, включенные телевизоры. Первые минуты после прихода повстанцев все было тихо. А потом грянуло. Для начала повстанцы выкачали все топливо, бывшее на АЗС. Затем расхватали детские велосипеды, стоящие у домиков. Вообще-то, поясняя нам, что ищут оружие и врагов, но их поведение вызывало серьезные вопросы по поводу военной необходимости творящегося. На следующий день вопросы стали еще более актуальными. Дома, не разграбленные и не сожженные накануне, загорелись, а от магазинов после посещения агрессивно настроенными людьми в форме повстанцев вообще не осталось ничего. Каждые две-три минуты по дороге в направлении Зинтана уносится доверху загруженный грузовик с награбленным. Особо популярен корм для скота. Мешки с зерном и тюки сена – лучшая добыча. Несколько повстанцев, стоящих на импровизированном КПП, даже не думают кого-то останавливать. Город, короче говоря, разграблен повстанцами так, что и вандалы позавидуют. Правда, весь не сожжен: сгорело с полсотни домов, около половины. Но что подумают даже те люди, чьи дома не сожгли? Что хотели им сказать этим повстанцы? Один жуткий аспект нынешней жизни в ряде селений западной Ливии, тех, которые около фронта, в том, что люди не возвращаются домой, даже когда мятежники уходят. После них не остается ни еды, ни воды, ни электричества. Хотя, конечно, может быть и так, что люди не возвращаются, боясь насилий со стороны войск Каддафи. Но дело в том, что очень многие жители этих гор стоят на стороне правительства, - например, близлежащая большая деревня Эль Harabah – зеленая от флагов. И возникает справедливый вопрос: после того, как слухи об освобождении повстанцами Qawalish и разграблении имущества разойдутся по округе, не возникнет ли подозрения в мотивах крестьян и племен, восставших против властей? Эксперты Хьюман Райтс Вотч работают сейчас в покинутых поселках, итоги их работы будут известны через несколько дней. Есть смутные намеки на то, что все это – результат клановой вражды, своего рода «растопки», куда засунули фитиль. Если это так, то, по мере приближения к Триполи, где люди поддерживают правительство и живут богато, такая война может принять крайне уродливые формы. Допустим, на одном из разграбленных зданий в Qawalish нацарапано по-арабски "Mashaashia". Это значит, что там жила семья из племени, которое повстанцы считают одной из опор Каддафи. То есть, получается, и простые лавочники тоже враги, только потому, что они из неправильного племени Mashaashia, на которое повстанцы из Zintan обижены. Пока горят дома, а повстанцы в открытую грабят, я задаюсь вопросом: что это такое – война, карательная акция или просто уголовщина в исполнении людей, выдающих себя за военных? По понятиям современного права, это преступление в условиях полной безнаказанности. Но есть и такой вариант, что это сознательно реализуемое разжигание вражды между племенами. К вечеру воскресенья, от города не осталось живого места. Все магазины разграблены, еще несколько домов сожжены, и АЗС города, бывшая в идеальном состоянии, когда Qawalish пал, варварски демонтирована. Что не увезли, сознательно, дом за домом, уничтожили, мебель поломали, зеркала разбили, занавески и ковры порезали. Теперь это город-призрак. Повстацы покинули его, и лишь несколько случайно задержавшихся бродят по улицам. Полностью разобраться в мотивах того, что произошло в Qawalish, сложно. Для этого нужно время. Необходимо побеседовать и с жертвами, и с погромщиками, чтобы понять, за что так расправились с жителями Qawalish. Это необходимо. Но как это сделать, если невозможно отыскать ни одного жителя? А повстанцы не говорят, где можно их найти, и сами ничего не хотят объяснять. В любом случае, ясно и очевидно одно: какими бы высокими принципами ни руководствовались повстанцы в Qawalish, они недостаточно уважают принципы НАТО, реализующего мандат ООН на их защиту, а также обещания своего руководства освободить и защитить мирное население. Хуже того, складывается ощущение, что повстанческое руководство не может или даже не хочет предотвращать эти преступления. Полковник Мухтар Фарнана, бывший офицер Каддафи, а ныне главный командир боевиков в этих горах, в ответ на прямой вопрос, ответил: «Я ничего об этом не знаю. Ни о каких грабежах. Это категорически запрещено, это невозможно». Можно ли предположить, что повстанческие командиры просто не могли предотвратить эксцессы? В крохотном Qawalish – вполне могли. Всего нескольких патрулей, один-два нормальных КПП на выезде, - и этого хватило бы с лихвой. По крайней мере, чтобы урезонить грабителей и задерживать обозы с краденным. Но сделано это не было. Напротив, чем дальше, тем больше повстанцы упиваются вседозволенностью, теряя грань между правильным и неправильным. В лучшем случае, снисходя до объяснений, они отвечают, что «война есть война», а «солдаты Каддафи ведут себя еще хуже». Это стандартный ответ. Никто, конечно, не спорит, что войска Каддафи в свое время превышали пределы допустимого силового воздействия – когда подавляли демонстрации, осаждали Мисурату, штурмовали Ajdabiya и Бенгази. Все это наносило ущерб гражданскому населению и его имуществу, пожалуй, больший, чем здесь, в крошечном Qawalish. Но если повстанцы, как они говорят, хотят идти на Триполи, очень странно, что они не понимают простых вещей. А именно того, что сравнительно небольшой масштаб преступлений их не извиняет и не оправдывает. Они очень рискуют лишиться поддержки внутри страны, более того, международной поддержки, потому что воевать по таким правилам НАТО не позволит.
