| Trump's import tax talk and backtracking is the kind of thing that undermines confidence Author: Adam Button Trump team tries to reel in talk of an import tax One of the big things the market has been trying to evaluate this week is whether or not the Trump administration will be competent. The early reviews were bad as the media feud over the size of Trump's crowd devolved into a circus. But on Monday the tone changed and Trump had successful meetings with executives and started to follow through on promises to cut regulation. The government was also able to control the message and avoid gaffes. It was still the classic Trump delivery but markets had set a lower bar and Trump was meeting, if not beating it. That's what helped stocks to record highs on Tuesday and Wednesday. That looks to be changing. Today Sean Spicer said Trump's plan was to pay for the border wall with a 20% tax on Mexican imports. He said that was part of a broader tax reform plan. Immediately, the math didn't add up. He was talking about raising $10 billion with the plan but with $317 billion in Mexican imports per year, it would have been much more than that. To compound it, he said Trump was in favour of a 20% tariff on all imports. Then this happened: and more importantly this: Shortly after Spicer followed up with more clarifications to basically say they were just thinking out loud. They even rolled out Rance Priebus to say it was just part of a "buffett" of options. But the initial comments weren't just thinking out loud and even if they were, that's not a wise way to run a government. At this point in the administration it's not only about the policy. The market wants to see a team that can control the message and understands the different between imports, a trade deficit, a border adjustment tax and a tariff. I suspect Trump's team will blame the media for the confusion but they've got to start acting like central bankers are thinking ahead about how messages will be interpreted. You don't have Janet Yellen floating the idea of selling 20% of the Fed's QE holdings only to reel it back in 2 hours later. This was the kind of thing Trump did all the time in the campaign. He would float ideas the adjust or walk back, sometimes quickly. Nut when you're the sitting President, it's a different ballgame. |
